Restricted from advertising when you do not run ads

A Facebook profile can be restricted from advertising even if you have never run an ad. It often follows a login from an unknown device, a hacked account used to create ads, or the profile being added to someone else's ad account. Secure the profile first, then request a review in Account Quality.
