A freelancer created your ad account in their own business portfolio

If the ad account sits in someone else's portfolio, they own it and you are a guest. Ask for ownership to be moved to your own portfolio while the relationship is good, or agree partner access in writing.

Check

Who owns the portfolio the account sits in.
What access you have.
What billing is attached.

Fix

Create or use your own portfolio.
Ask the freelancer to share the account with it.
Ask for the payment method to be moved to you.
Remove their access when the work ends.

If they will not cooperate

Use the ownership request that Meta publishes, and keep records.
